If you had the quest which I think you must have since you indicated you were on your way to see Shinwiki and you used the keyword "UKABU" and still find toads blocking your path in the underground tunnels you've come across a common problem for many players. Fortunately, there is a solution.
Make certain that there are no other toads in sight except for the one or two that block your path and then nuke them. You have to take them out in "one blow" so that no alarm can be sounded and the whole of toad village turns against you.
This is not a major quest within the game. You can continue to play without ever doing this quest at all and still win the game.
