No, I'm afraid that you don't get it until you're very near the end of the game. Remember that screenshots are most likely from play tests or the like, so they may not be an accurate representation of the actual game. And, you can go back through this game even after you've won, so you can be back in any area of the game with any item that you gained in previous play, which may explain what you saw in the screenshot also.
