OK, here's what you do. You'll need the spells "Create Portal" and "Teleport" to get this to work.
1) Swim out to the ocean away from the shoreline.
2) Cast a "Create Portal" spell.
3) Go back to the ship and click on the wheel.
4) Cast "Teleport".
The ship should teleport to the portal, and you're now unstuck (hopefully)!
FWIW, you really don't need the ship; you can probably swim everywhere you need to go. However, if you like it as a perk, hopefully this will solve the problem for you.
