If that is indeed true, then you (and Xan) have a bug. Have you double-checked Xan's spellslots against the manual or similarly reputable reference? If Xan does indeed fall short of the legal slots for a Specialist Mage, you might try:
1) Keeping him in the party until he Levels Up. At every Level Up, the game checks a spellcaster's slots and makes sure they're correct for a magic-user of their level, and corrects them if they're not.
2) Downloading Gatekeeper and hacking Xan the 1 extra spellslot per level that seems to be lacking. (Cheating to fix bugs in the game is 100% kosher, in anybody's book.)
As has been stated, Edwin's amulet is a powerfully enchanted "memento of Thay" that grants him an additional spellslot of every spell level he is currently able to cast.
INT has no effect whatsoever on the number of spellslots a Wizard has, although it can limit the number of spells of each level you can scribe to your Mage Book, and also limit your being able to scribe spells of higher levels. I personally don't know if BioWare implemented the "Bonus to scribe spells of their chosen School and penalty to scribe spells of other Schools" rule at all, whether in BG1
or BG2.
