You don't need to kill Oakenmir at all!! He's a nice NPC!
Are you after a seed or just after experience points?
Seeds will be found in the Lost Sea area most easily though some folks have manage to find some of the Bark Horrors that will drop seeds near Talrik.
If you are after the experience points, try doing a search using the keyword Oakenmir for advice on how to (sniff) kill him.
