My guess as to what happened is that Skie was supposed to initiate a conversation with Eldoth--but since Eldoth wasn't present to respond, the game popped Biff in to take his place. And since Eldoth is a recruitable character, so was the Biff who replaced him. And there's nothing wrong with your game; Trying to Save (or travel between map areas) with CLUA'd-in party members will crash the game too.
