That is not true. There are two factions and killing the creatures that attack you does not anger Shinwiki or the other guards. I have killed toad warriors right after meeting Mekdawa and before visiting the village and never was penalized for it. The strangest time was when I got attacked right next to the village and then went in to visit Shinwiki. He never said a word. And I have often been attacked right after killing the Scabban's Evils. Shinwiki still rewards me.
I figure that if a creature is stupid enough to attack me first, whack 'em. It is their own fault for being that stupid.
