The rogue stone (according to the Readme.rtf file in the game folder) gives +4 to Parry ability. The description was obviously left out of the game.
Being that it is an amulet, it cannot be blessed or enchanted. (No amulet can)
Sell it if you like or if you want to up someone's defensive (parry) ability, give it to them.
