I hate to say this, but you may be in trouble. Only two weapons can touch Cet and then only after they have been enchanted with the Black Fire. If you are using other weapons but have those in inventory, you just have to switch weapons.

If that is not the case, you will have to go back to an earlier save because if you cannot hit Cet, that means that you didn't enchant the Mavin Sword or the Staff of Death with the Black Fire. Using the weapons on the Black Fire will enchant them and let you do damage to Cet.
