What about the Ishad N'ha guild? Have you done the Gliebott quest yet? Or the Deliver the Stout Invitation?
Are you running the patch? If not, here's a bit of a cheat:
When you go back to collect for the quest, click off the character receiving the quest and onto another character, then back again, repeating several times before the quest giver stops speaking. You'll receive however many guild level increases that you've clicked. It'll make up for that which you missed.
