Mada Mabig is located in the lowest part of Skull Castle, down in the dungeons (accessible with the key G'Ezzered Ra gave you). You have to go over that big 4-way crossing bridge with the sections that raise and lower to find her. She's in the western (?) section, behind a locked door that can only be opened with G'Ezzered Ra's staff (use it on the Face next to the door).
