My situation was that my party had completed the game and was returned to Brimloch Roon. I had entered Collasium but had not killed the Mother of Crabs (bypassed her). My rogue had completed both thieves guild quests (Talrik's Hook and Leprechaun).
I created a new rogue back at Valeia and transported him to Brimloch, and then completed the Hook quest. When he entered the guild a second time (with the first rogue in the party) Miruth came up with the Talons' Fang quest.
