This has been a problem bug for many folks.
You can try to revert your game - which isn't the most attractive option having done so much inbetween.
Or, if you have a good save from not long before, reload your game.
Hope one of these will help, or that loading the patch will bring that lift down.
When you do get UP to visit Kerah - be sure to explore the Poral, and the areas beyond her immediate area (swim in the water).
