The toad Mekdawa running away is something like a bug. The only way to give the potion is to have the active character ready to give it, and then start running after him, and click on him as soon as you get near.
I've always automatically run into Mon the Sculz (the thief) after getting the quest. Mostly it was in the direct neighbourhood of Valeia.
