Between the Stout Mines and the graveyard on the west side of the Shire (for which Jathil is forever searching) there is a cul du sac in the forest - at the end is a chest and a burnt body - the writ is on the body.
Easiest way to find this is to probably go to the stout mines and then head north keeping to the east side - check out any paths you find on the west side as you head north.
