Unless you're looking to kill Raskallion so you can be an Assassin, there's a *really* quick way to finish the Stout Mines and get your Dragon Armour.
When you first meet Freyedies, pickpocket his vault key and open the lock just to his right. Entering that room, there will be two chests. There is a suit of Dragon Armour in the right one -- it is *always* there, not random treasure or anything (I tried it several times, always worked).
If nobody has decent pickpocket, you can always just kill Freyedies and take the key off his dead body. That Kroakendon is a really nice hammer, BTW. If you go this route, remember to give the Clan Invitation (Warrior's Guild Quest) to a guard first, 'cause they won't take it after.
Before you leave, you can go down the other hall and plunder all of his treasure too
