Hello Indiglo!
In the room where you encountered Scabban there is a hole in the floor. You will fall into a pool underneath this room. But before you jumo: Pull the lever on the wall close to where Scabban stood when you encountered him. This will remove the bars blocking a further dive into this pool. This dive will lead you into the next area where you can swim to the Tomb of Nivius to receive the Signet of the Mavin.
