As far as magic users go, if you have 7 points in a magic skill, you don't need to go any further. However, say you have a warlock that advances to Paladin, your new Paladin would only be able to achieve spells at half your skill level (3rd level spells at 7 in skill.) This, of course, does not apply to roles that can use the same magic(ie, you change a priest to a paladin, the paladin will be allowed to learn at skill 7 in spirit, but only half (3)in vine). This is why it is essential to max out at 7and get all the high (4+) level spells you want before changing to a new role that doesn't offer the same magic. Hope that helps to explain...
