I think you need to go through the boogre caves and out the other end (from the one you came in). You find a good-sized area there which can't be reached any other way. Shrew Chisi is there (I think).
I could be wrong about this. I do know Shrew Chisi is in one of those meadow-like areas near the lake there, but to the North of it.
