If you are leveling up everyone in the moment you get the level-up cross, then yes, this is the normal thing... I think.
If you dish-out some levels on some of your characters, and try, say, leveling up only one of them, the level of your party will keep very low and you will receive more XP. If you did that and all the sub-quests (which are not many), then at least one of your chars should be near 9 or 10. It's also a nice challenge trying to go through the game without leveling up. I still have to try lvl1 HOF, though...
