Er, other way around. WIS is for clerics, INT is for wizards, and sorcerers (actual sorcerers, not just another name for wizards) rely on CHA. As said above, you will need 10+ spell level in your casting stat to cast that spell level. Get average strength, max DEX, 16 CON, drop INT and WIS (though WIS should drop no lower than 8), and maxed CHA.

Good sorcerer classes are the ones that give you +2 CHA. Go with an aasimir if you want faster leveling, or a drow if you want more power.

For feats, give your sorcerer spell penetration and spell focus: evocation, along with dodge and weapon proficiency.

For skills, get your spellcraft to 10-INT modifier. If your INT is 6, for example, you need 12 spellcraft. This lets you take the higher level mage feats.

Alignment has no effect on a sorcerer, but if you want to make a multiclass then you could have a lawful good paladin2/sorcerer
