Lower Resistance exists for a reason. Disintegrate might not always work after that, but spells have a better chance of getting through magic resistance if you cast LR.
And "ripping his head off and crapping down his neck" is not always an option. Spellcasters too exist for a reason.
(And while the sentiment is admirable, the words aren't. Please watch your language.)

...do you know how the spell works? IIRC, the bolts strike once per round and the number of bolts depends on the caster's level. The bolts need to pierce MR but they pack a punch when they do.

...but if you have a paladin with an Aura of Courage or a priest or druid who can cast Remove Fear, it's not necessary to import and export characters so everyone has this amulet. (And this can also be considered cheating.)

Technically, it's there to back up your characters or to import them into HoF mode, not to cheat by swapping items.
