I suppose she could be referring to you coming back if you didn't fill the Ghost-Touched Bottle with her tears (thus having to come back to do so, as she owes you a boon).

I think she still says something about meeting again even if you did fill the bottle, but I just figured she meant we'd meet agin in the afterlife. Then again, I'm only at the end of Chap 3, so I suppose it's possible, if illogical.
