Koluhm (or whatever) is in a house in the main Targos town (not the docks)... it's in the bottom left corner of the town, just up from the path from the docks, northwest of the Weeping Widow Inn. Look for the openable door.

It's possible your character knows OF Koluhm; the drunken mercenaries in the tavern on the Docks mention him as a companion of theirs.

As a tip, ask him for info with an elf or dwarf if you have one, it'll help.
