What puzzles me is that the boundary between the Sword Coast and Amn doesn't seem to follow a natural border: One would expect that the dividing line between the two nations would be the Cloudpeak Mountains, but no! Nashkel is North of the Cloudpeaks, and yet part of Amn. Beats me.

Beregost is not under the rule of Baldur's Gate, it has its own sovereignity and its own Mayor. There are Flaming Fist there, but the Fist are a mercenary police organization for the entire Sword Coast, who just happen to be based in BG City.

Duke Eltan was elected Grand Duke because he was the leader of the Fist--not vice versa.
