HoF mode only activates when you start a new game, if you decided to make you party save it then activate HoF mode, for example, it won't work. The same thing happened to me. Goblins on Hof are tough, they won't slaughter your party by any means but you will DEFINATELY notice a BIG difference when HoF mode if activated.
