I think the principle is the same as in 2nd ed. rules.
Regardless of the actual class you have to concentrate on SOME atrributes and the corresponding features etc.
I have a 4th lvl halfling thief in my group with 20 dex ( well - he´s not THAT strong) and features concentrating on the *classic* thieving skills and sniping. He´s doing VERY well so far - if I look at the character statistics he has earned about 35% of the groups monster xp. I love this thief because you can play him in a very *creative* way !!!

When I started my 1st try at 3rd ed. rules I made the mistake of diverging the points for attrubuts and features etc. too much. This created characters able to do a lot of things but they excelled in nothing. So when the going got (really) tough I was on the losing side most of the times.
