I think I know where you are, so... yes, he's wimping out. You "should" be able to take the Dragons without his help, so you probably just need to try different tactics.
If you have anything that protects you from Cold damage, now's the time to use it. You know where the encounter is going to occur, so use your Buffing spells ahead of time.
Try focusing on all the little dragons first. If the Captain is helping you, focus all your characters on the little wyrms to get rid of them. Once it's just you & the big white dragon outside the cave, try to pull your Fighters back & use Summon spells to occupy it. Hit it with missile weapons, Magic Missiles, Mordenkainen's Force Missiles, & any Fire spells from a distance. If you run out of those, close to melee range, but be prepared to retreat quickly for healing.
That's just general tactics, so if you're still having trouble, give us your party breakdown (race/class/level/weapons/etc.) & more specific advice might be avaialable.
