Yeah, it's part of the "Ease of Use" mod. So you get at least a little something for everything you kill, regardless of level. It isn't perfect, though. For some reason, the mod affects the fixed exp for quests, and I've been getting less for them than usual. It started happening somewhere after Targos, I think.
