Sorcerers learn spells automatically at level up time; they don't have a spell book and don't need to find scrolls. They can, of course, cast spells from a scroll.
You just pick the spell you want to learn. Of course, that means sorcs don't know as many as a wizard would. On the other hand, there is no need for sorcs to memorize spells. If you're careful in your selections, your sorcs can do quite well in the game.
As to bringing up a character fast, have the manual open to p. 135, so you know how much experience to give him or her. Highlight that character's portrait. Open the console with ctrl-tab. In the window at screen bottom, type:
ctrlaltdelete:setcurrentxp(#);
Where # is how much you want the character to have. Hit return and close the console with another ctrl-tab.
You'll get the level up notice, and the character will jump in level from 1 to whatever. That means you allocate all skill points, feats, etc. in one big gulp.
Don't do this with multi-classed characters. For those, you'd have to add the levels one at a time.
