Weird. I can only suggest possibilities:
- You may have resisted arrest earlier in the game, and although you didn't actually hit him, he's still mad about it
- You may have Charmed him, and now that it's worn off, he's realized that he doesn't like having his mind controlled, and wants a piece of you.

As Angelousss said, you can either Charm him and get him out of your way, or just avoid him entirely. (That is, after all, what the sewers are for.)
