Considering that Dynaheir is an Invoker, I would be mightily surprised at any inability to learn Fireball. The only mage in the game who cannot cast Fireball is Xan, as he is an Enchanter (although he can still cast Fireballs from scrolls, and use Wands of Fire).

Powergaming-wise, the idea of not recruiting Mages until the party is Level 6 or so is a sound strategy: You don't have to drag some weak-ass Mage all over the map, pouring your EXP into them. Instead, recruit them later: They already know more good spells, they have a tolerable number of hitpoints, and they've already got the weapon point in Missile that they need.
The only roleplaying excuse for this kind of behavior that I can see is that in the first few stages of the game, you have no need for a Mage: You're fighting Kobolds, Xvarts and Bandits, who the hell needs Web? You want to build a party of Warriors, with 1 Thief and a Priest or two. But later on, after you've seen the power of some of the spells that the enemy Mages have been casting at you, it's time to start thinking, "Hey, maybe I should get a Mage too."
