By the time i was there i already had dagger +1 long sword +1 and war hammer +1 (note that "high quality" weapons although offer +1 thaco are not considered magical)
if you are in dire need of magical weapons you can lockpick or bash open a chest in colan's house to find one ( though if you wait you will later complete a quest and obtain the weapon in a legitimate way)
As for the lever it opens the door to next level... you need the black wolf talisman to move it... the talisman can be found on a skeleton body in the south east rooms (coordinates 572,1729)
