Dalekeeper can be downloaded from this location. This site also has basic information on how to use the program.
Dalekeeper II for IWD2 is currently in beta. If you'd like to download and test the lates version of the program check out the discussion on this page. In one of the posts near the bottom of the page there should be a link to download the most recent beta version of the program.
I can't help you with information on Elminster or any other Forgotten Realms setting characters as that is not a setting that I use for gaming [with the exception of a couple CRPGs of course  ]
