The problem with Polymorphing is that it seems great at low levels, when you can gain things like getting a faster running speed from your Wolf form, or a brutal melee attack from your Bear form--but the animal form cannot improve with levels, EVER. So, sure, when Jaheira finally hits Levels 6/7 and can turn into a Brown Bear, it's pretty cool, but a Jaheira who stays in Half-Elf form (thus retaining her armor, shield, and weapons) is much more powerful. So things like Shapeshifting would be useful if your gear was stolen or whatever, but apart from that, it's only of minimal usefulness. There are some additional forms in BG2, though, and some of these have some very interesting abilities.
The Cloak of the Wolf wears off with time--a couple of hours of game time, or something like that. You can still talk to people while Polymorphed into a Wolf, so I think it's fun to Polymorph the whole party and then go shopping. One use of this Cloak might be: If your Mage has run out of spells for the day and he doesn't have any more Darts or Bullets, you might as well turn him into a Wolf for a while.
