Considering the a level 4 scroll give 4000 XP, it would have been unbalancing given the low BG1 XP cap. I guess they wanted to prevent people exploiting it and getting to the cap in chapter 5. (You cant get most spells Pre baldurs gate IIRC).
After all, a real DM can modify the encounters depending on how powerful you are, a computer program can only work within what its been given.
