1. The crippling strike ability makes it possible for a thief to 'cripple' [reduce the combat effectiveness] an opponent through a successful sneak attack. The '-3' that you have seen assigned to this ability means that on a successful sneak attack the taget of the attack will suffer a penalty of -3 on 'to hit' and 'damage' rolls. This effect lasts for one turn after the attack.

2. While the magic user spell system has 9 levels, the system for clerics and druids has only 7 levels. There are no 8th level spells for clerics in IWD/HOW.
