In the Vale, I would hide my Ranger & Theif and then stand them behind the archers w/ flame arrows. The Theif would typically kill his right off the bat and once the Ranger starts attacking, the skeleton would switch to a melee weapon and not use any arrows. Thus I could get arrows for free.

In the Severed Hand, there is a lady who sells various arrows, bolts and bullets. I found it an excellent place to stock up.
