I don't know about that, it's a tricky enough beast to get once, but I'm not sure if it's a generic item. Quite possibly it is, as it would most likely have been listed as "Kaylessa's Chain", or some such. The only thing to do (other than editing the thing in) is to reload the area if you don't get it. Annoying really.
