If I recall correctly, level 30 is only attainable by playing in the Heart of Fury mode. Try increasing the difficulty setting of your game and see if that changes what you're seeing with regard to level advancement possibilities.
At what point of the game are you? If you've hit level 20 on normal difficulty, I'd asume you're close to finishing in which case I would not worry too much about the level issue so long as the game itself behaves normally.
