Return to the place where you met the slaves. You need to talk to Soth who should be standing over near the bookcases. Ask him about the books and then choose the dialogue option that mentions needing an engineering book so that a bridge might be fixed. He should then give you the book you'll need. You'll also pick up a good number of experience points for this.
