Dragon's Eye is comfortably situated inside a dormant volcano; thus, it is just as warm as Kuldahar (and not as exposed, to boot). Perhaps they view this as the happening new vacation spot of the north?
Maybe not. They'll take care of themselves; as long as you get the xp award I wouldn't worry about it.
