I'm not sure I understand your mage question, even with the clarification you added; but will give it a shot:
Your IWD manual gives you a chart of what level your mage has to be in order to get a certain number of spell slots for each spell level. (The chart is towards the end of your manual.) In addition, specialist wizards get an extra spell slot per level (for those levels that they qualify for).
The number of spells that your mage can write in his book is governed by his INTelligence. (Note that this is different than the number of spell slots. The former is the list of spells, written in the spell book, that are available to be memorized into the spell slots.) There is an abilities chart that shows the relationship between INT and the maximum number of spells per level that can be written into the spell book. This chart is also towards the end of your IWD manual.
I have visited several sites that give lots of info on how the mage and spells work in IWD, but have forgotten the specific addresses. Go to http://www.google.com and select the advanced search page. Search on the phrase "Icewind Dale", with "spells," "wizard" and/or "mage" in the required words field (no quotes).
