Well dualing at L19 is too late in my opinion. It would take an extremely long time to regain your thieving skills. One thing you could do is go back to an old save game and export your Thief at a younger level, say L10 or whatever level you are satisfied with your skill points. Then inport the young Thief into your current game replacing the L19 one and dual him over. It shouldn't take too long for the young Thief to regain the thieving skills since your party will be gaining tons of experience relative to his level.
