Trials is initiated by talking to the halfling man next to the dwarf (Hobart Stubbletoes is his name) in the inn in loneylywood. Once you go the Sea of Moving Ice you can't get back to Lonelywood and hence can't start TotLM. You MUST talk to Hobart BEFORE you go off to confront Icassaracht.

You could always start a NEW game of HOW (expansion only) and import your IWD/HOW characters and THEN go play TotLM. Or load a saved game from before you go to the sea of moving ice and then talk to Hobart. OR start a new game from scratch.
