Dual weapon usage is a "feature" in IWD, but lame compared to Shadows of Amn; it simply means if your ranger equips a small or large sword, he gets an extra attack each round, assuming he doesn't have a shield in the other hand.
SoA and ToB are much better in this regard- they have the animation and actual implementation of dual weaps.
