That is not really a fair question. Not everyone is the same and what is better for me may not be better for you. Actually better is a horrible word. They both are very good ... each see it in their own way.
If you begin to try to compare games to other games you might miss out. Icewind Dale + How + Trials is a blast and has a good story. It IS more action but that is not to say it does not have a good story. You can take 6 characters and grow them the entire game.
Tob is Good and I am a big fan of the Baldurs Gate series... but only you can decide what one you prefer.
I think you will be happy with either.
