Pull up the
Vale of Shadows map and look through the different areas to find out what keys/items you need to be able to pull the lever. Those areas you can't get into require keys that you have not yet picked up. Search thoroughly in the area before the first locked door you can't open, and you should be able to find the key you missed.
Let us know where the first inaccessible area is, and we can pont you to the key/item you missed.
