Are you SURE that's how it works? that is how it works for a Cleric with an 18 wisdom (bonus spells). But i don't think wizards get bonus spells unless they choose to specialize. Intelligence is all about memorizing spells. You need a certain intelligence to even be able to memorize certain spells. It should determine max spell level, but i had a problem with my Bard not being able to memorize fireball (he had up to 5th level spells already, but only a 16 int). I drank a potion of genius and it was able to "write magic" and successfully memorized. But once you get the spells in your book, intelligence doesn't do anything for you.
