It's been a long time since I played this, but try going to the Wizard in Kuldahar to see if he sells it. He does update his stock once in the game. Failing that you should have found it in the Vale of Souls or whatever it's called.
BTW Potions of Fiery Burning work just as well, you may want to invest in them. Find the gnome who lives in the airship in Kuldahar, he may have some.
